Dick Brown

Dick Brown, government contracting
specialist for the Orange County Small
Business Development Center (SBDC), has assisted hundreds of
businesses with procurement opportunities. As a result
of his guidance and expertise, clients have reported
millions of dollars in contracts awarded to them from
various government agencies and prime contactors.
Dick is a valuable asset to his clients at the Orange
County SBDC, providing a wealth of experience in the
area of procurement. He has collaborated with
Procurement Technical Assistance Centers and State
procurement offices in the region, referring clients and
working collaboratively to address their needs.
Dick joined the Orange County SBDC in 2003 after a
long career in service to the federal government. He
spent nearly 13 years working for the U.S. Small
Business Administration (SBA) in government contracting.
During this period, he served as an Industrial
Specialist, Certificate of Competency Representative,
and Commercial Market Representative.
In
2007, the California SBDC network recognized Dick
with a State Star Award that showcases exemplary
performers who make significant contributions to the SBDC program and demonstrate a strong commitment to
small business.
Before
joining the SBA, Dick worked for the Defense Contract
Administration, Navy Supervisor of Ship Building and
Repair in Long Beach, and Navy Fleet Analysis and
Technical Center, Corona for more than 16 years as a
quality assurance specialist. He also served as the
director of quality assurance for the Ship Repair
Facility in Guam.
Dick
is a graduate of the Mare Island Naval Shipyard
apprentice program and holds an Associate of Arts degree from
Solano College.
